WEST MELBOURNE
West Melbourne RO
The reverse-osmosis water treatment plant currently under construction in West Melbourne represents a major investment in the city’s long-term water infrastructure, designed to enhance supply reliability and support continued population and economic growth. The facility is being developed as a 4-million-gallon-per-day municipal treatment plant that will process groundwater drawn from the Floridan Aquifer through advanced reverse-osmosis treatment technology. Once complete, the plant will allow the city to expand its independent water production capacity while reducing reliance on purchased water from neighboring systems.
The project is being delivered as a municipal infrastructure investment valued at more than $50 million, with engineering design led by Hazen and Sawyer and construction managed by TLC Diversified. In addition to the treatment facility itself, the broader water-supply program includes multiple Floridan Aquifer production wells and supporting conveyance infrastructure to ensure a reliable raw-water source for the plant. These integrated systems will allow the city to meet projected water demand while maintaining regulatory compliance and operational efficiency.

EC Concrete is providing specialized concrete construction services that form the structural foundation of the treatment facility. Water treatment plants rely heavily on durable, precision-built reinforced concrete structures to support filtration systems, pumping equipment, and chemical processing areas. EC Concrete’s scope includes the construction of structural slabs, equipment foundations, containment structures, and other critical cast-in-place concrete elements required to support the plant’s treatment processes and operational systems.

Through its role on the West Melbourne RO Water Plant project, EC Concrete is helping deliver the durable infrastructure required for a modern municipal water treatment facility. Projects of this scale demand precise execution, long-lasting materials, and strict adherence to engineering specifications—qualities that are essential in water infrastructure where structural performance directly supports public health and environmental compliance. By contributing its expertise in heavy civil and treatment-plant concrete construction, EC Concrete plays an important role in advancing the City of West Melbourne’s commitment to resilient and sustainable water infrastructure for the community.
